Why does Outlook download only one e-mail over and over again?

I just restored my recently repaired computer to an earlier date.  My Outlook
2003 e-mail program now only downloads one e-mail at a time, and doesn't even
clear that one from the web based server when it does download.  Does anyone
have any experience with this problem?

Do you have AV scanning your incoming/outgoing mail?  IF yes, disable it.

After furious head scratching, Jim Cunningham asked:

Bingo!  And, thanks.  My Norton Anit-virus had expired, and I changed to
ViCom's System Suite.  Apparently, however, the combo was interrupting the
Office download signal.  I uninstalled the Norton, rebooted, and Outlook
e-mail send/receive is working just fine.
