I want to reset the inbox count. (its currently saying 4 newmail)but their is
no item in the mailbox at all.
Is there some registry I can clean on the PC or should it be fixed on the
Exchange server. ?

Outlook says 4 or your Windows login screen says 4?  To  change Windows
login screen count: http://www.howto-outlook.com/faq/mailloginscreen.htm

If Outlook is saying 4 then check that your view isn't filtered.
