how do i transfer my mails from mailbox of an ISP  to a hotmail ac

You'd have to set something up on your ISPs mail server to do that
automatically.

a follow up question ..?

if i use MSExchange server combined with outlook and pop3 account.  can i
achieve the things mentioned above

If you're controlling one side of the equation you should be able to setup
some server-side rule(s) to do what you want
