A Google search shows that this is a file created by WebEx. Do you have a
WebEx add-in installed?  Check your Outlook 2003 add-ins and if you're not
using WebEx and there is an add-in for it, disable it or completely remove it
from Outlook.

I got the same problem, I have a webex add-in and zone alarm.  I gues
it was zone-alarm blocking access to this exe.  I ran a manual updat
of the webex add-in (Go to the webex button in Outlook and choose Chec
for update), zone alarm complained and I told it to allow and remembe
this.  Since then no more error message
