How do I enable the right mouse button in Outlook only?  It works in Word,
Excel, etc.  I don't have any special software installed that would effect
this.

It should work. What specifically are you trying to do?

When I right click on an email, the dialog box does not show up.  I'm trying
to "mark as unread".

Really strange. I sometimes get right-click behavior in other applications
vanishing with Vista. A reboot helps. Does a reboot help for you or is the
problem always the same?
I'd try updating your mouse drivers.

A workaround (until the problem is fixed) might be to add "mark as read" to
one of your toolbars.
