Create rule to move mail to public folder

Hello:

    Is it possible to make the rule as server rule? I have found that it
can't function after my outlook has quited.

Nope.  Public Folder permissions can only be determined by the client and
thus needs the client running (at least, that's how I always understood it).

What you could do is forward the email to the email address of the PF.  That
should be a server side rule.
