Why wasn't I Unable to expand the folder for Hotmail?

When I try to access my hotmail emails from my Outlook the message read -
"Unable to expand the folder. The set of folders could not be opened.  The
server is not available. Contact your administrator if this condition
persists."

well it has persisted because its been like this for a couple days. what
administrator would i talk to . Someone from Outlook, someone from hotmail?

Any help or a link or phone number would be excellent. Thank you!

Hotmail is web mail. Are you connected to the Internet and signed in to your
Hotmail account? Do you have Hotmail HTTP servers set up correctly in
Outlook? What version of Outlook? Some versions of Outlook cannot access
Hotmail or any web mail. You would be better off using your browser for
Hotmail. Look at the new Windows Hotmail Live for the latest features.
