Did you recently make any changes to affected system in regards to the modem
or other telephony related equipment? It's a long shot but sometimes phone
number trouble is related to that sort of thing

Oh, ActiveSync is installed. Maybe mobile modem is installed also. I will
try to remove the modem driver.

It is TAPI permission problem. Don't know why user lost the permission of
Telephony service. I need to use "security configuration and template" to
grant permission on that service.
