frmcache.dat file - where does outlook get info to populate this file?

When I delete this file and outlook recreates it, where does it get
the information to populate this file?  I know that all my forms are
in this file, but if I remove all these files off the machine and I
try to re-install an Active Voice Viewmail application the file is re-
created and populates with the viewmail during the install process.
Viewmail then shows up in the outlook standard forms library for the
account that loaded the application. Which is fine, but the bigger
question then is when I log in as a standard user, the forms are not
there even if the form cache file is deleted and outlook recreates it.

So, ultimately where is outlook getting the information to populate
the frmcache.dat file?

Outlook get its from the forms library which could be for instance your
mailbox. Apparently the add-in installs the form.
