You need Outlook to be installed for you to be able to get your pst files into Windows Mail.
Install Outlook and get the backup pst files in back there. Then you will need to use the export\import to get it to Windows Mail

I am trying to transfer my office 2003 oulook files to a new laptop, you
mean I have to install 2003 office on my new laptop and then try and import?!
Sounds strange!
Vista doesnt recognise the pst format in windows mail so how can I achieve
this with installing 2003 outlook?

You mean "without" here, right?
Windows Mail doesn't support reading pst-files directly. On your old machine
use Outlook Express and then choose Import to import from Outlook. After
this you can transfer the OE data from the old machine to Windows Mail on
the new machine.

You need Outlook 2003 to open the .pst file after which it will be available for use in Windows Mail - Outlook needs to "translate" the file in to a file type that other applications can understand and import.
