Once deleted from the Delete folders you cannot recover those messages

Recover Deleted Items is an option available only in an Exchange server
(business) environment and only if it's been enabled by the server admin.

However, you can try the steps listed here as an alternative if you don't
connect to an Exchange server:

Good luck!

As per the included help under "Retrieve a delete item", the "Recover
Deleted Items" menu is available when using Exchange as the mail
server.  Are you using Exchange?
