automatic  send/receive in outlook 2003

I started out with outlook xp and it did not do an auto s/r on startup.  I
went to 2003, migrated my accounts and now 2003 won't do an auto s/r on
startup.  I checked the kb re: disabling the old account and creating a new
one but that didn't do it. The program works perfectly if I hit the s/r
button manually but it won't do it automatically.  I do not have the system
set to check for email auto for any period of time. Any ideas?

Is Outlook configured in on-line mode?
Make sure the following option is not selected;
File-> Work Offline
