Almost everytime I open Outlook I get a message that there has been a time
change and do I want to update all my calendar entries to reflect the new
time zone.  How do I get rid of this?

Did you change the time zone settings on your computer or are you in a
location that falls within the new time zone regulations? If so, I suggest
that you let the tool run once; it should not prompt you after this.

If you want it to disable this functionality change (or create) the
following registry key;
HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\Options\Calendar
Value name: DisableTimeZoneAutoPrompt
Value type: DWORD

Set the value to 1
