Is it possible to configure Outlook to work offline, but still be able
to send outgoing mail while not receiving incoming mail?

If OL is offline it will niether send or receive

How can you possibly expect to send messages while offline.  "Offline" means
"no connection to the Internet".

You can certainly configure Outlook to send and not receive while _online_,
however.

By using the F9 key. But when you do that, it both sends and receives.
I'd like F9 to send only while offline, if possible.

Change your send/receive group to send only.
