The tracking of voting emails are delayed. Is there anyway to fix this? I am
not in caching mode by the way.

Define "delayed". What do you have to do now for it to track the responses?

I am having to leave my Outlook idle and hopefully it starts to poll the
results. Is there a way to force this while i use outlook? Sometimes if i
close outlook ands re-open, some, not all emails that respond will show up in
the tracking.

Do you have your options to process receipts, requests and responses on
arrival?
Tools-> Options-> Email Options...-> Tracking Options...
Marking the items as read and deleting them from your Inbox folder would
force the tracking.
