Language Pack Installation?

We are using Outlook 2002. Whenever one particular user sends an email
with bullet points, the recipients all receive a message saying
"Language pack installation - To display language characters correctly
you need to install the following language pack: Japanese." Is there
something on the sender's side that is causing this? How do I fix
this? Thanks.

I don't think it has anything to do with the bullet points. What is the
encoding this particular message was sent with?

Upon further investigation, I found out that the user was not creating
bullets in the normal fashion. She was copying and pasting from
character map. The issue was resolved by instructing her how to select
text and click the bullets button.
