Toolbar Question--OL2003

I don't know how it happened but the toolbar that says
File-Edit-View-Insert-etc seems to have disappeared I don't even know what
it is called.  It is not among the toolbars when I right-click on any other
toolbar and click Customize.  Heck, maybe it is not called a toolbar.  How
can I get it back?  (And if it is not a toolbar what is it called?)(Outlook
2002)

Locate outcmd.dat and rename it to .old
