I have been trying to delete rules created in the "Rules Wizard."  I have
unchecked them, and deleted them.  I have modified them telling them to stop
processing and then deleted them and each time they come back.  How do you
delete them?

Try starting Outlook with the /CleanRules command line switch:

Rules That You Created in Outlook 2002 Are Not Visible in Outlook 2003, but
the Rules Are Visible in OWA
