How do I split the screen of an Outlook 2007 email reply?

When replying to an email from clients, I have to scroll down to read a
question, scroll up to answer it, scroll down to read the next question,
scroll up to answer it, etc.  Outlook XP had a handy fix.  I could split the
screen and have the questions focused in the bottom part as I wrote the
answer in the top part without all the scrolling up and down to get past
irrelevant material.  I can find no feature inn Outlook 2007 comparable to
the fix I used in Outlook XP.  Suggestions?

Did you install a version of Office that includes both Word and Outlook
2007, or did you just install Outlook 2007?  I believe that feature is part
of Word and, while Outlook 2007 has some word features built in, it isn't
fully functional in terms of using Word as an email editor.
