Is there any way that I can save it as a 'Favorite' or something so
that I can have it always available for me to punch in the recipient
and hit send? Or do I always have to grab it out of the 'Sent Items'
and forward it? I try saving it to my 'Drafts' but every time I send
it, it leaves there and goes to Sent...

you could create a "signature" in Outlook instead of a "Draft"

Don't send it from your Drafts. Select if and click Forward. That will
leave a copy in the Drafts folder.
