How can I increase the number of rules Outlook allows?

Thre seems to be a limit to the number of rules Outlook allows.  I've reached
it, and everytime I want to add a rule to automatically move an email to a
folder, it will not stay active.  Of course I don't want to get rid of my
other rules.  How can I increase this feature?

There is no method to increase this limit.

Since you have reached the limit on the rules that I will surmise you have a numerous emails or some complex email setup on your system.  

Basically you will need to review the structure of the rules, perhaps eliminate those not needed and simplify those that remain.

What about using Outlook 2007 (or whatever is the latest)  Does that get
around this problem?

Only if you use it with Exchange 2007.  Then the default rules store size is
64 MB per mailbox, with the ability to increase it to 256 MB.
