Yes. That's what the "Add New..." button is for in the DL dialog.

As I understand it you have to type in the email address when you use the Add
New button. I'd like to take an email that a person sends me and use it to
add them to a personal distribution list.
You'd think you could drag and drop the email on the distribution list to
add them to the DL. Tried it but it doesn't work.

There's no feature in Outlook to do that. Why are you averse to adding them
as a contact?

There is 180 of them. I might have to buy a 3rd party software to do the
trick.

That's a different question than the one you asked. Outlook can't do that.
You will quickly discover that DL's are not robust, are fragile and
unreliable. Most of us stopped using them years ago. You might want to
consider one of the better supported methods for grouping Contacts, like
Categories or separate subfolders.
