Delivery to the following recipients has been delayed

Why can't some emails get through to me and bounce back to the sender - this
is the usual comment "delivery to the following recipients has been
delayed/has failed".  Usually this is from a hotmail account.   Please help.

That's typically a server-side issue.  Your mail server wants to delivery
mail to the recipient's mail server, but it's not available at the time.
Since mail is a store-and-forward operation, your message should be
delivered when the remote server is available again.
