delay receiving emails

I have about a 2 hour delay in receiving my emails I download them from my
talktalk account but its taking ages for emails to come through and even to
send out does anyone know how I can resolve this?

Its likely a matter to take up with your ISP
OL merely sends mail from your PC its down to your ISP what happens next

PS I believe an email send/receive is clasified as successfull if the
receipient receives it in 72 hours
Email is not an instant media, Phone & Fax are

Not an Outlook issue.  No e-mail client can do anything about your
e-mail provider batching up outbound e-mails to send them once every 2
hours.  So what did your e-mail provider say when you asked THEM about
THEIR delay in processing messages?
