An ANSI (i.e., Outlook 2002-compatible) PST has a max size of about 1.8 GB

That's the best way, yes, and if you have more data than will fit in one
PST, you can create as many as you need. All versions of Outlook will
handle more than one PST.

I now have discovered that it’s Outlook 2000 I need to transfer to. Is the
max capacity still 1.8 Gb?

For all versions prior to Outlook 2003, yes, 1.8 GB is the max.
