To the best of my knowledge, there is no fix for that problem. Outlook 2000
is incompatible with Vista. It may work in Corporate/Workgroup mode or it
may work in Internet Mail Only mode if you correct the WAB problem, but
you're entirely on your own.

Rarely. This is not an official Microsoft support channel. Yes, password
retention is the main incompatibility between Outlook 2002 and Vista. There
is no fix for it than I've seen. It occurs because Vista doesn't use the
Protected Storage Subsystem registry keys that Outlook expects.
