Publishing Outlook Calendars with WebDAV

Can someone explain (or point me to documentation) about how to properly
publish a calendar using WebDAV?

I have created and enabled WebDAV on my IIS Server.  I have gone through the
steps to Publish the calendar via WebDAV.  When i browse to the URL of the
webDAV server, the ICS file is there.  When I click on it, it appears in my
local Outlook client, and the appointments are also there.  That is good.

However, it doesn't seem that the calendar is Updating (Getting new
appointments).  Also, i would like it so that users cannot add or edit
appointments - only view them.  After i download the ICS file, it seems like
it is simply any other calendar that i could create, only filled in with the
appointments.
