Email transfer from one user to another

Employee being replaced by new employee.  Old e-mail messeges and information
need to be retained.  Users are on the same machine with different user
names.  I create the new user and user account on machine and server, then
export information from the old user outlook account and then import into new
user outlook account. When the import is complete the received date column on
the old e-mail messages says "no date".  The users have need of a
chronological history of the messages.  I have also tried to backup the pst
and do not get all the old e-mail messages

log in as old user, export to a pst file, log in as new user, do a
FILE/OPEN/Outlook Data file.
