File->Work Offline.  Completely close and reopen Outlook.  Delete the email.
File->Uncheck Work Offline.  Completely close and reopen Outlook.

I also have this problem. My attachment was 74MB, and have tried this
solution, as well as uninstalling and deleting my office files. When I
re-install office, the outbound email is still there. It has been there since
July 07, and I have not been able to use Outlook since then. Any other
options?
