HOW do I upgrade from Outlook 2000 to 2003? Do I have to buy it or can I
upgrade for free? If free, where on site?

Buy it, if you can find it, as Outlook 2007 is latest version

You can buy the upgrade version, which is less expensive than the full
version.

Stop fishing for product keys to install a pirated copy. Only a child
would genuinely ask this question (or an adult that has be sequestered
and just now released).
Use froogle.com to look for prices. OL2007 is the latest version but
you can find good prices on older versions, especially if none of the
new features in the latest version are requirements. Older versions
are usually cheaper but not always, or the price differential is small
so you might as well get the latest version.
