Those select senders (you're the recipient, not they) are using a different
character encoding that you, perhaps. Click Tools>Options>Mail Format>
Fonts>International Fonts. What encoding do you have chosen? Likewise, on
Tools>Options>Mail Format>International Options, what's the Preferred
encoding? In Control Panel's Regional and Language Options, what's the
chosen language and location? Click the Language tab and click Details.
What's the Default input language?

They setting are the same - In outlook - Wester European
In Control Panel English - United States
Also, we all use the "arial" font.
