Outlook.exe still listed under Processes in Windows Task Manager even after
exited Outlook.  I need to manually end the process each time, otherwise,
there will be a error message saying that Outlook was not closed properly and
need to restart.

Does it happen if you start Outlook with the /safe switch (start - run -
outlook /safe)?

If it doesn't, then it is likely one of the plug-ins keeping Outlook open.

If it does, then I'd start looking for something else, like an AV software,
a third party mobile sync software, or something like a blackberry
redirector that might be keeping everything up and running.
