I just started using Outlook 2003 (was using 2000) and when I click on help,
it reduces the size of the window I am working in and put help right in
Outlook.  I want the help to open in its own window all the time.  Been
looking for the right option and cant find it.

There is no such option, to the best of my knowledge.
