change incoming message format

Hello

I am using outook 2003, how do I change all incoming messages to HTML
format, the reason I have a logo in my signature, and it will not show if I
am replying to a message was sent in plain text or rich text.
I know how to change an individual message, I need an option to change all
messages.

There is no such option.  Outlook will show you the message in the format
the sender chose.  Your sender may have very good reason for choosing a
non-HTML format and may not be able to see your logo anyway.  Logos rarely
add value to your messages.
