Outlook Express Access denied due to junk mail

All my outgoing e-mails are blocked with the message: "Access denied due to
junk mail activity (a0214)', Port: 25, Secure(SSL): No, Server Error: 550,
Error Number: 0x800CCC79".  My ISP claim its a virus and not at their end.  
Norton have nosed around my machine and say its not a virus but an Outlook
Express funny.  I looked up the error number and it talks about autentication
- but its not that .  Anyone got any ideas.

Contact your ISP again and have them verify your network traffic. The error
report is generated at their side.

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
