I use Outlook at work and at home.  Recently I had to have my home computer
reformatted and now the Outlook on it sends my emails when I hit ctrl-enter
but my Outlook at work removes the double space lines in my new emails.

How can I change my home computer Outlook to be just like my work Outlook?

You're confused with Shift+Enter.
