I sent a newsletter on September 7, attached as a .pdf file.  It has stayed
in my outbox since that time and I cannot delete it or get it to complete
sending.  I have tried to open it and I get the message that indicates it
cannot open because it has already started transmitting.  Outlook 2003 -
thank-you so much for any advice :)

This should do the trick for you:

Note: this is an excellent Outlook website created and maintained by one of
the Microsoft Outlook MVP's. You should bookmark it for refrence. It will
cover almost every problem you could potentially run into with Outlook.
