I have a domain problem, as a result my exchange server is unavailable.
However for my  emails on outlook, I am able to recieve them , but not send
them. Whenever I try sending mail, i get error message that : Microsoft
exchange server is unavailable or outlook is offline

Simple, you need to work with the network to get Exchange back online.  How did you expect to send through a non-functioning server?

After furious head scratching, Anurag Pande asked:

Did you do an update or have an auto update to your computer in the past
week? I had a problem sending email the last week after updating my computer.

I used a Restore Point previous to the Microsoft update and now my email
works correctly.  There's a bug in the last update for 2007 and it probably
affects 2003 also because there's a number of posts with the same error
message and problem - can't send email from the POP3 account but can from the
hotmail account
Hope this helps!

Have you reported this to your Exchange/System Admin? Have they done any
troubleshooting? What do they recommend? If there is a domain problem, this
is internal to your network and not an Outlook problem.
If this is an Outlook problem, please advise. You can determine this by
finding out if you are the only one with the problem or if everyone has it.
