I use Outlook 2007. Whenever I reply to a plain text email, I receive the
following message in below the signature:

"To create an email signature, you need to:
* Use one of the following browsers (or higher versions): Internet Explorer
5 (Windows only), Mozilla Firefox 1.0, Mozilla 1.4, Netscape 7.1, or Safari
1.2
* Enable Javascript in your browser"

I did enable active scripting in my browser (IE7) and still receive the same
message.

Any ideas? Thank you in advance.

You get this as an error prompt or is this included in your reply as text?
Which addins do you have installed?

Even more bizarre, I just noticed that the message I receive is inserted
below the signature in a previous reply in the chain of emails, not under the
currently outgoing email.
