If I've had Outlook opened and minimized without using it for awhile and then
try to restore it by clicking the tab button at the bottom of the screen it
doesn't maximize and basically freezes. I have to go into task manager and
end task to close it and then restart Outlook.  Is this a problem with my
computer or an issue with Outlook?

Problem is with your computer or the installation of Outlook on your
computer. Try repair of Outlook, if that doesn't fix the problem uninstall
Office then reinstall it.
