when my spam folder gets full, sometimes it will not let me delete
mail. I have to go through the properties/security tabs to give
'owner' permission to delete?  I have a perfect example in my deleted
folder now.  Why do I have to keep doing this?

Gee, I don't know.

I DO know that Outlook never creates a spam folder so you should probably ask the providers of your anti-spam solution how to fix this.

unsolicited mail sent to my personal account will be deleted without
reading.
