I can't delete it, I can't open it (Outlook says "can't open, in process of
sending"), I can't move it. New email can be sent and received inspite of it,
but 95% to 98% of my CPU is being hoarded by Outlook, so everything else is
nearly at a standstill.  Closing Outlook and then re-opening has no
effect--file still in outbox.  Rebooting has no effect--file still in outbox

Try setting OL to offline, close OL, restart & delete, set it back online &
restart
