outlook 2003 test account settings work but I can't send mail

I have windows vista home premium using outlook 2003 and use two pop
accounts. I recently had outlook crashing and freezing. Microsoft helped me
create a new user and delete the old outlook account.
After setting up my e-mail accounts one account works fine but the second
account successfully completes the "test account settings" the test message
is sent and received. But when I try to use the account I can't send
messages. I get an instant reply undeliverable:  System administrator
Your message did not reach some or all of the intended recipients.  The
following recipient(s) could not be reached: I get this message no matter who
I send the message to.
This account does receive messages.
the next problem may be better addressed in another question but.
I am also not able to access the music, pictures or video files while
attempting to attach a file to a message.

Ask your email provider for that acct about any special settings--ports, SPA,
Authentication etc. such as those required for a GMail account. Sounds like
you are using your Internet Provider's servers for an email acct that is not
from them--such as using a Gmail acct with Road Runner Servers. If both POP
accts are from the same provider and match your ISP's servers address, ask
their help desk or web site what you are doing wrong.

I have already confirmed the setttings are correct.
If the test settings is able to send and receive a message how could the
settings be wrong?

The "Test Settings" option does not perform a complete end-to-end test.  It
is inconclusive.
