Ask your email provider for that acct about any special settings--ports, SPA,
Authentication etc. such as those required for a GMail account. Sounds like
you are using your Internet Provider's servers for an email acct that is not
from them--such as using a Gmail acct with Road Runner Servers. If both POP
accts are from the same provider and match your ISP's servers address, ask
their help desk or web site what you are doing wrong.

I have already confirmed the setttings are correct.
If the test settings is able to send and receive a message how could the
settings be wrong?

The "Test Settings" option does not perform a complete end-to-end test. It
is inconclusive.
