the message has not been sent when I try to send from my pictures

When I open up My Pictures and highlight a picture to email, select email
this picture from the left side menu, when the email message form comes up,
there is a gray bar at the top with the message "the message has not been
sent" and there is no "send" buttton to click on. How do I get rid of this
message and send pictures?

This appears when your email program is not open. To send an email, Outlook
must be open. The message form appears, but cannot be sent until you open
Outlook.
