Any idea why Outlook 2007 will not allow me to “apply” after I have made
changes to the desktop mail notification? In other words, I go to tools,
options, email options, advanced email…..then when I change settings such as
“play a sound”, I click OK, then OK, but then it will not allow me to select
“apply.”

Because you've already made the change and there's nothing to apply. Effectively,
the change is made on your first Ok. As for why there isn't an Apply button
there, who knows. Probably because its a modal dialog of a modal dialog.
Strictly speaking, Apply buttons are rarely useful. They're useful for
where you can see the change that gets made, like, a font selection dialog
box.
