Creating/Sending HTML Emails in Outlook 2003 - Please help

I'm about ready to rip my hair out over this.  I've searched 100x for article
on how to do this... and everything talks about how to design, but not how to
send.  I write the html code in a text editor but I don't know how to get it
into the email message so it will send as html.  I have tried copy/paste into
the email message... but when I sent all that is there is the html code, not
the design.  Can someone please help me get the html into the message and
send it as an email.

copy the .htm file to documents and settings\<user name>\application
data\microsoft\stationary
then go action/new mail message using/ more stationary/ it should be on the
list somewhere
