Problem onAccessing email with Outlook 2003 when the protocol is I

When i try to open Outlook 2003 with Service Pack 3 It hangs and never opens
when I want to access mail boxes when using IMAP 4 protocol, then when i shut
it down in the processes in task manager and try to open it says it didn't
shut down properly want to open in safe. I click yes. Never opens. So i
close it out in task manager again. I get this in the event viewer:

Description:
Rejected Safe Mode action : Microsoft Office Outlook.

I have tried removing and reinstalling and still no solution.

P.S Any users can use outlook with Exchange (RPC) protocol without any
problem.

Thanks for your reply. I have made several profiles from users in
Administrators group to users from Users group, with same result.

P.S I have tested this situation in Outlook Express without any problem.

I think this is a bug in Microsoft Outlook 2003.
