I am not receiving any errors messages when initiating an Send/Receive,
however, my Inbox contains no mail.  Ran "Scanpst.exe" however, still no
email appears in my inbox.

Are you filtering the view of your email? Do you have rules in place that
would direct incoming mail to other folders? Is the mail ending up in your
junk folder?

I've checked every folder and there is nothing new incoming, as well, I have
no filters.  Relatively new upgrade from 2003 in which I am trying to use an
msn.com email account.

"Trying to create" implies you haven't created it successfully yet.  You
won't see any MSN mail until you do.  Moreover, they won't appear in your
default folders.  There will be separate MSN folders that appear in the
Navigation Pane.
