I sorted it out for myself. I had to download the latest optional updates
for Windows Mobile Device Manager before it would install. I had to have my
palm treo attached at the time I downloaded the updates and then re-boot. I
am not sure why Vista does not ship or automatically add these up dates.

Based on your OP my reply was spot-on.
Anyway, Windows Vista doesn't ship WMDC as not everybody buys a WM device.
ActiveSync never shipped with Windows either. Also, WM6 was shipped after
Vista so you would have to update either way. In addition non-security
updates are always advertised as optional in Windows Update.
If you would have read the documentation for your device, it would also
indicate that in order to sync you would have to install ActiveSync 4.5 when
running XP or WMDC 6.1 when running Vista. On Vista you can either do this
by running Windows Update when having the device attached or by downloading
and installing the standalone installer.
