Outlook 2002 - Fixmapi error

I have insatalled Outlook 2003 and updates to SP3 on a Windows XP PC.  WHen I
select "email options" from the control panel I get the error "You need more
memory or system resources. Close some windows and try again".  Following
through various searches this indicates a possible error the MAPI.  So
following the various suggestions I run fixmapi.  This generates and error
message "loadlibrary GetLastError = 126".  There are instructions for
resolution with Office/Outlook 2000, but nothing for 2003.

Can anyone help

Tried running a repair on Office already?
Does Outlook load in Safe Mode?
Start-> Run; outlook.exe /safe
